Thou must never. These rights are reserved for the states or citizens and are excluded from the powers of the US Government.
Each constitution should include the musts and must nots for the government itself and for the sub-governments as well.
Much will remain unaddressed because it does not seem to rise to the level of law, and is taken care of by culture.
